La Educación Primaria ocupa el segundo Nivel en la estructura del Sistema Educativo dominicano, constituido por dos ciclos de tres Grados cada uno (Ordenanza 02-2015, Art. 15). Cada ciclo, tiene su especificación en el cumplimiento de sus funciones por lo que en el Primer Ciclo se persigue garantizar el desarrollo cognoscitivo, afectivo, social, espiritual, emocional y físico de la población infantil, dando continuidad a los procesos educativos del Nivel Inicial (Diseño Curricular Nivel Primario Primer Ciclo, 2016). El Segundo Ciclo tiene la finalidad de afianzar y profundizar los aprendizajes alcanzados en el Primer Ciclo y desarrollar los correspondientes a dicho Ciclo (Diseño Curricular Nivel Primario Segundo Ciclo, 2016). Se espera que en el Nivel Primario los aprendizajes se realicen de manera integral, tomando en cuenta tanto el desarrollo evolutivo de la niña y el niño, como sus necesidades e intereses.
